Move RenderingServer enums to a dedicated RenderingServerEnums (RSE) namespace
A number of headers in the codebase included `rendering_server.h` just for
some enum definitions. This means that any change to `rendering_server.h` or
one of its dependencies would trigger a massive incremental rebuild.

With this change, we decouple a number of classes from `rendering_server.h`,
greatly speeding up incremental rebuilds for that area.

On my machine, this reduces incremental compilation time after an edit of
`rendering_server.h` by 60s (from 2m57s).

• clang-format: 20.1.0 → 21.1.7
• clang-tidy: 20.1.0 → 21.1.6
• `.clang-format`: 17.0.6 → 18.1.8 (keep 3 versions behind latest for compatibility)

03c83cea1e Style: Enable clang-format's InsertBraces config
This was part of our style guide since we started using clang-format
but the feature was only added in clang-format 15, and we hadn't
noticed it yet.

a76243a549 Tighter light culling - fix directional lights colinear case

70cd25f3eb Tighter shadow culling - fix light colinear to frustum edge
In rare situations if a light is placed near colinear to a frustum edge, the extra culling plane derived can have an inaccurate normal due to floating point error.
This PR detects colinear triangles, and prevents adding a culling plane in this situation.

Fix various typos with codespell
Using 2.2.7.dev115+g0eb441d6.

Had to add `cancelled` to the ignore list, as it's a Wayland signal which
we're handling in our code, so we don't want codespell to fix that "typo".

Also includes the typo fix from #87927.

4577dfdb67 Shadow volume culling and tighter shadow caster culling
Existing shadow caster culling takes no account of the camera.
This PR adds the highly encapsulated class RenderingLightCuller which can cut down the casters in the shadow volume to only those which can cast shadows on the camera frustum.
